Study Assignment to Belgium on EU ETS Successfully Completed

In order to further deepen and improve the construction of the China’s national carbon market, and to carry out the relevant tasks of the Memorandum of Understanding to Enhance Cooperation on Emissions Trading between the European Commission and the Ministry of Ecology and Environment of the People's Republic of China signed on June 18, 2024, the Ministry of Ecology and Environment, at the invitation of the Directorate General for Climate Action of the European Commission, together with the National Development and Reform Commission, the Ministry of Justice, the Ministry of Finance, the General Administration of Market Supervision and Administration, relevant local ecological and environmental departments and the business units of the Ministry of Ecology and Environment went to Belgium from October 13 to October 26, 2024 to participate in the capacity building training supported by the EU-China Emissions Trading System Policy Dialogue and Cooperation Platform Phase II.

The training includes courses on the latest progress of EU climate policy and EU emissions trading system construction, Monitoring Reporting, Verification and Accreditation, allocation methodologies and evolution, auctioning regulation and use of auction revenues, expansion of the inclusion of EU ETS, EU carbon border adjustment mechanism, and cases related to EU ETS data quality regulation. The lecturers are mainly policy officials from the Directorate General for Climate Action, Directorate General for Taxation and Customs, EU Cement Industry Association, EU Steel Industry Association and EU ETS experts.
