Technical Meeting on EU-China ETS Cooperation and Exchanges Held Online

A technical meeting on EU-China ETS cooperation and exchanges was hosted jointly by Department of Climate Change, Ministry of Ecology and Environment (MEE) and DG Climate Action (DG CLIMA), European Commission virtually on 11 February 2022. Mr. Johannes Enzmann, Coordinator ETS Cooperation, DG CLIMA, jointly with Mr. Sebastien Paquot, Counsellor of Climate Action and Environment from EU Delegation to China attended the meeting. Mr. Sun Zhen, Deputy Director General (DDG), Department of Climate Change on behalf of the Chinese counterpart MEE joined the meeting.

Following the cooperation proposals raised in the High-level Policy Dialogue on EU-China ETS on 14th October 2021, this meeting aims to organise a discussion on the possible cooperation area proposed by Vice Minister ZHAO Yingmin and DG Mauro PETRICCIONE to ensure common understanding and facilitate the preparation of work plan of the Project.

DDG Sun Zhen highlighted that the MEE was now coordinating and leveraging different international cooperation on ETS at the time when the first compliance period ends and the second compliance period starts, aiming to align with the progress of national ETS. Mr. Johannes Enzmann and Mr. Sebastien Paquot echoed his proposal, stressing that it is a proper time for both sides to act jointly, and EU is willing to continue to support the development of China’s national ETS and strength the cooperation to addressing common challenges.
