The 1st Meeting of Project Steering Committee (PSC) of EU-China ETS Project Phase2 Held

Ms. Polona Gregorin, Deputy Head of Unit Policy Coordination, International Carbon Market, DG CLIMA and Deputy Director-general Lu Shize, Climate Change Department of MEE gave welcome remarks

The 1st meeting of the Project Steering Committee of Support for Emissions Trading Policy Dialogue and Cooperation Between EU and China, Phase2 was chaired jointly by Department of Climate Change, Ministry of Ecology and Environment (MEE) and DG Climate Action (DG CLIMA), European Commission on 4th July 2022, in the hybrid format combining in-person and virtual participants. Ms. Polona Gregorin, Deputy Head of Unit Policy Coordination, International Carbon Market, DG CLIMA and Deputy Director-general Lu Shize, Climate Change Department of MEE gave welcome remarks to the PSC meeting.

The Project Team gave a presentation on the overall work plan and 1st annual work plan, highlighting the main activities and expected outputs under each component of the project, and provided detailed information of joint research and capacity building, including the number of planned training sessions and relevant participants and industry coverage.

Deputy Director-general Lu Shize provided some valuable comments on the work in the next step in terms of the actual demands of the development of China’s national ETS. The MEE will continue to work on diversifying the types of market participants, study relevant regulations and policies on trading measures and rules. Deputy Director-general Lu and Ms. Gregorin agreed that the guidance paper from the EU-China ETS Policy Dialogue provides clear direction for further cooperation between the EU and China on ETS. Ms. Gregorin highlighted that it also encourages exploring innovative training approaches, in this regard the EU fully understands China’s needs in capacity building and is willing to provide support.
