Technical Workshop on Emission Factors Value for GHG Emissions Accounting of Enterprises was held online on 6 December 2023.
Following the discussion in the technical meeting organised by the Project on 16 September 2022, Climate Change Department of Ministry of Ecology and Environment (MEE) proposed another technical workshop to specifically exchange technical topics regarding emission factor values in ETS, aiming to help MEE to improve the consistence and accuracy of ETS emission data through learning the relevant experience of the EU-ETS.
A brief opening remarks was given by Zhang Xin, Chief Economist of National Center for Climate Change Strategy and International Cooperation(NCSC), jointly with Johannes Enzmann, Senior Expert of EU DG Climate Action (DG CLIMA), European Commission. Mr. Enzmann stressed the importance of this very technical workshop, and believed the discussions and other useful outcomes followed by each topic will benefit China’s ETS. Liu Feng, Deputy Director of the department of Climate Change, MEE, attended the workshop and appreciated the great support provided by the European side while China establishing its national emission market. The six key experts from China were selected and invited to participate to this technical workshop, who are working at the front tier of the Chinese carbon emissions market especially emission factors/data management. The experts introduced initial successes of China on establishing carbon emission market, focusing on preliminarily established the MRV system for enterprise carbon emissions, formulated technical and reporting guidelines for GHG emissions accounting, established carbon emission MRV database, that covering more than 7,000 enterprises in major industry.
