The preparation meeting of Joint Research 2: Research on Improvement of Rules on Carbon Market Oversight and Management held online

The preparation meeting of Joint Research 2: Research on Improvement of Rules on Carbon Market Oversight and Management under the Project was held online on 6th March 2023. The designated Chinese and European experts from National Center for Climate Change Strategy and International Cooperation (NCSC), Shanghai Environment and Energy Exchange, Ecologic Institute and other research institutes joined the meeting to discuss scope of work, study approach and arrangement of this joint research task.

In order to furtherly enhance the role of the national carbon market in terms of promoting a reasonable, transparent and fair carbon price, it is urgent to research on the specific obstacles existing in the trading activities of the national carbon market and the management requirements, analyze key causes behind the obstacles. Put forward relevant countermeasures and suggestions to furtherly optimise the trading management rules, so to improve the trading activeness of the national carbon market. Then it will furtherly increase the liquidity of the allowance market, ensure fair, open and transparent trading, and give full play to the role of the national carbon market in controlling carbon emissions. JR2 will be conducted to review and build upon the current status and requirements of carbon emission trading rules of China’s national ETS, focusing on the potential risks and improvement of trading methods and trading supervision, with the pragmatic recommendations on trading management rules amendment through comprehensive analysis.  

Welcome remarks and an introduction was given by Mr. Johannes Enzmann, on behalf of EU DG Climate Action (DG CLIMA), European Commission. Mr. Enzmann stressed the importance of this joint research, and believed the experiences of EU-ETS on carbon market trading management could be used as a good reference to analyze and summarize obstacles and potential risks in the trading activities of China’s national carbon market, as well as identify possible causes.
