The 2nd technical workshop on Inclusion of Iron and Steel Sector into ETS was held online on 30 September, following a productive first technical workshop on the subject in May 2024.
Taking into account the recent key issues of the allowance allocation in the iron and steel industry and the development direction of it in the next 3-5 years, the second technical seminar focuses on the following aspects: the allowance allocation for captive power plants in key emission control industries such as iron and steel, "fully free distribution - part of the auction – full auction" approach for iron and steel and other key emission control industries, the cap of key emission control industries.
From the Chinese side, Li Bing from China Metallurgical Industry Planning and Research Institute (MPI) participated in the workshop and gave a brief introduction on the progress of China's national ETS to include the iron and steel sector. From the EU’s side, Mr. Heiko KUNST from from Directorate General for Climate Action (DG CLIMA), European Commission, gave a comprehensive presentation to further introduce the EU experience and answered technical questions raised by the Chinese counterparts.
