The PSC meeting was chaired jointly by Department of Climate Change, Ministry of Ecology and Environment (MEE) and DG Climate Action (DG CLIMA), European Commission. The meeting provided an opportunity for project team to present progress on implementation in 2018 and also the plan for activities for 2019, which developed mainly under the MOU to Enhance Cooperation on Emissions Trading between the EU and China. The PSC members used the opportunity to give suggestion and guidance for the planned implementation actions.

The PSC members included Ministry of Industry and Information Technology (MIIT), State Administration of Market Regulation (SAMR), China Banking and Insurance Regulatory Commission (CBIRC), China Securities Regulatory Commission (CSRC), National Energy Administration (NEA), National Forestry and Grassland Administration (NFGA), and National Bureau of Statistics (NBS). The representatives from those authorities highlighted the challenges they face on establishment of China national ETS and expect more knowledge sharing from the Project.
