On May 15 and 16, EU-China ETS Platform Project organized another ETS Capacity Building Training at Xining, Qinghai. About 130 officials from local eco-environmental authorities and 90 industry representatives attended the training.
Speaking at the opening ceremony, TangWanfeng, head of the Qinghai Ecology and Environment Bureau, stated that Qinghai plays a unique role in tackling with climate change due to its plateau ecosystem. He called on the local eco-environmental authorities across the province to carry forward the building of emissions trading system, and incorporate the concept of low-carbon development into policy and legislation making.
On behalf of the project team, Renato Roldao gave an introduction of the EU-China ETS Platform regarding its goals and implementation.
Zhang Xin, the director of carbon market management deputy from National Center for Climate Change Strategy and International Cooperation (NCSC), gave a lecture on national strategies and objectives of climate change mitigation and adaptation. In the following sessions, experts from Tsinghua University, Beijing Sino-Carbon, HubeiEmissionExchange Center and other representative organizations gave lectures on ETS elements, and shared their experience of carbon asset management. An interactive session that stimulated emissions trading was held during the activity, which gave the trainees a better understanding of the ETS while having fun.
