The 3rd meeting of Project Steering Committee (PSC) of EU-China ETS Project Held in Beijing

The 3rd PSC meeting was chaired jointly by Department of Climate Change, Ministry of Ecology and Environment (MEE) and DG Climate Action (DG CLIMA), European Commission in Beijing on 14 January 2020. DG CLIMA Acting Deputy Head of Unit Vicky Pollard and Climate Change Department of MEE Deputy Director-general Sun Zhen gave welcoming remarks to the PSC meeting. Vicky welcomed all participants of the meeting, briefly introduced the project status and the climate cooperation between the EU and China and mentioned EU's 2030 climate target.  Deputy Director-general  Sun Zhen pointed out that the year of 2020 is very significant, not only because this year is the starting of China's 14th Five Year Plan, but also in this year, every country should submit its updated NDC and Long-term GHG low emission strategy, and the ambition is the key issue.

The Project Team gave a presentation on the project's 2020 work plan and introduced the implementation of the project in the year of 2019, highlighting the main activities and outputs under each component of the project, and provided detailed figures for each activity, including the number of mobilised experts, the number of events and relevant participants and location coverage.

The PSC members included Ministry of Industry and Information Technology (MIIT), State Administration of Market Regulation (SAMR), China Banking and Insurance Regulatory Commission (CBIRC), China Securities Regulatory Commission (CSRC), National Energy Administration (NEA), National Forestry and Grassland Administration (NFGA), and National Bureau of Statistics (NBS). The representatives from those authorities highlighted the challenges they face on establishment of China national ETS and expect more knowledge sharing from the Project.

Through the meeting, all PSC members to build a closer relationship with the Project Team and have more often communications. Overall, the successful implementation of the project facilitates the EU-China collaboration on policies and provides good opportunities of future cooperation and exchanges.
